Trained in law and business in Canada, New York and Singapore, Franca has been a member of the Quebec Bar since 1990, and in 2010, was one of the first foreign lawyers to gain full admission to the Singapore Bar. Her legal career of over 25 years encompasses 16 years of private practice including being the Managing Partner of the Singapore office of Stikeman Elliott and a Legal Associate at Norton Rose, seven years as General Counsel for Asia Pacific for Tyco International Ltd.(a US based Fortune 500 corporation), acting as a technical advisor on regional economic integration to high levels of government in ASEAN, carrying on a mediation practice and since 2010, being the Managing Director of the Singapore based international law firm of Consilium Law Corporation (“CLC”). CLC represents clients doing business in emerging economies, including in south-east Asia and Africa, as well as in Canada, in diverse sectors.
Franca’s subject areas of legal expertise are in corporate and commercial law, contracts, technology law and fintech, cross border M & A, foreign investment law and international trade with a focus on Canada, ASEAN and West Africa. Currently she is focusing on a number of technology projects and cutting edge, multi-jurisdictional legal practice in the area of cryptocurrency and ICOs. She also assists clients in creating compliance programs, including anti-bribery, and trade compliance. Franca is accredited as a mediator with the Singapore Mediation Centre and with the ADR Group in London, UK, and acts as a mediator in various areas including cross border family law disputes. Having an undergraduate commerce degree and a certificate in business (from the US and Canada), she also serves as an advisor to multinational businesses and as a director on several boards of corporations and non-profit organizations. She has authored numerous legal and business publications including a book entitled “Investments in South-east Asia: Policies and Laws”, contributes regularly to various chambers of commerce publications and websites, and guest lectures to MBA students at McGill University and other educational institutions. Franca has acted as the Vice President and Membership Co-Chair of the Canada ASEAN Business Council for the past four years, and was one of its founders. She sits on the board of the Canadian Chamber of Commerce in Singapore and the Malaysia Canada Business Council, is a member of the Singapore Academy of Law, the Nigeria-Canada Business Association (Lagos Branch) and the Canada Africa Council. As a mentor to young professionals, for the last seven years she has operated a training program in Singapore for Canadian law students. She is active in “100 Women in Finance” (under the patronage of the Duchess of Cambridge) and as a past VP of the Canadian Association has organized charitable events such as the Terry Fox Run and the Canadian Maple Leaf Ball.
Franca was born and raised in Montreal, Canada, and is married with three sons. She is an avid runner and writes restaurant reviews for magazines in her spare time.

Mr. Kenneth Pereire is an Associate Director at Consilium Law Corporation and an Advocate & Solicitor of the Supreme Court of Singapore and a member of the Law Society of Singapore. He has a Bachelor of Laws (Honours) Degree and a Bachelor of Social Sciences Degree (Honours) in Political Science from the National University of Singapore as well as a Masters Degree in International Political Economy from the Nanyang Technological University. He previously worked at the International Centre for Political Violence and Terrorism Research (ICPVTR) in Singapore, focusing on terrorism financing and terrorism legislation in Southeast Asia.
His areas of practice are in Mergers & Acquisitions transactions in Singapore and ASEAN, Securities Regulation, general corporate work (including advising on the Singapore Companies Act),contracts law as well as employment law. He assists both private and institutional multinational clients to structure their operations in Singapore and in the ASEAN region.

Vignesh Napoleon is Senior Associate at Consilium Law Corporation. He graduated from the University of Nottingham in 2002 with a Bachelor of Laws, and also obtained a Master of Laws degree from the University of Sydney in 2007. Vignesh was admitted as Advocate & Solicitor to the Singapore Bar in 2004 and has more than ten years of experience in the corporate practice.
Vignesh has been actively involved in various aspects of the practice and particularly in corporate finance, banking, mergers and acquisitions, joint ventures and other general corporate/commercial matters, acting for both Singapore and foreign private and listed entities. He routinely advises clients on domestic and cross-border M&A including corporate restructurings, joint ventures and strategic alliances. He also instructs companies listed on the Singapore Exchange on corporate governance and compliance issues and provides corporate administrative services to Singapore companies and branches. In addition, during his time in the practice, Vignesh has gained considerable experience in bi-lateral and syndicated loan transactions, regional and international banking transactions, private banking and regional project financing matters.
Vignesh has experience in angel investment, venture capital investment, technology transfer agreements, joint research and development collaboration, sale and purchase, supply of goods and services, franchise and licensing agreements, performance agreements for artistes, protection of IP rights, transfer and assignment of IP rights and compliance with the Do-Not-Call and Personal Data Protection Act provisions.
He has represented a wide variety of clients such as private companies, listed companies, construction companies, technology companies, insurance companies, statutory boards, government linked companies, local and international banks and financial institutions.
Mr. Lin Yingxin is a Legal Associate at Consilium Law Corporation. He graduated from the Singapore Management University in 2014 with a Bachelor of Laws, and was called to the Singapore bar in 2015.
His practice encompasses Corporate & Commercial Law as well as Commercial Litigation. He specializes in general corporate advisory work as well as the drafting of commercial contracts and other legal documentation. He has assisted companies including start-up and technology companies in regulatory compliance, trade mark applications, capital raising, disputes and employment law matters.
He has handled a variety of contentious cases including shareholder disputes, employment disputes, securities disputes, property disputes and contractual disputes. He has also advised and assisted blockchain technology companies on the structuring of their operations, regulatory compliance issues and legal documentation.
Mr. Spencer Chew is a Legal Associate at Consilium Law Corporation. He obtained his Bachelor of Laws (Hons) from the University of Leeds in 2013 and was admitted to the Singapore bar as an Advocate and Solicitor in 2015. Spencer also holds a Bachelor of Science (Hons) in Management with Law from the University of London. He previously worked as a paralegal for more than 3 years in a full-service law firm.
Spencer’s principal areas practice lie in all aspects of family and matrimonial law. He has handled a wide spectrum of matrimonial cases ranging from highly contentious divorces to drafting amicable agreements, applications involving cross-jurisdictional elements, disputes on child custody, maintenance issues, division of matrimonial assets and family violence. He has also conducted probate, administration and estate matters.
Spencer is a member of the Law Society of Singapore’s Young Lawyer’s Committee.
Catherine has a special interest in International Family Law with 8 years of experience acting in the Singapore Family Justice Courts. She has worked hand in hand with litigants in person in Singapore and has also set up a support group for expats facing family related issues here. She works closely with the Family Law department of Consilium Law Corporation as well as supporting other Associates and Directors of the firm on different matters.

Angela Chang acts as the Office Manager and PA to the Managing Director of Consilium Law Corporation. She plays an important role in ensuring that the organization is running smoothly on a day to day basis, compiles the company’s accounting figures, fixes appointments and organizes meetings, and assists in marketing activities.
Angela has over 20 years of experience in Administrative roles, including Secretarial and HR functions in various multinational corporations. She is meticulous in all her undertakings, is able to communicate well with all levels of people, takes instructions seriously and respects high confidentiality within the organization. Angela is cheerful, shows maturity and adopts a positive attitude towards obstacles at work.
