Mrs Franca Ciambella

Managing Director

Trained in law and business in Canada, New York and Singapore, Franca has been a member of the Quebec Bar since 1990, and in 2010, was one of the first foreign lawyers to gain full admission to the Singapore Bar. Her legal career of over 25 years encompasses 16 years of private practice, including being the Managing Partner of the Singapore office of Stikeman Elliott, (a Canadian based international law firm) and a Legal Associate at Norton Rose, seven years as General Counsel for Asia Pacific for Tyco International Ltd.(a US based Fortune 500 corporation), acting as a technical  advisor on regional economic integration to high levels of government in ASEAN , carrying on a mediation practice,  and since 2010, being the Managing Director of the Singapore based international law firm of Consilium Law Corporation (“CLC”).  CLC represents clients doing business in emerging economies, including in south-east Asia and Africa, as well as in Canada, in diverse industries and sectors.

Franca’s subject areas of legal expertise are in corporate and commercial law, cross-border mergers and acquisitions, foreign investment law, contracts law, and international trade, with a focus on ASEAN and West and Central Africa. She also assists clients in creating compliance programs, including anti-bribery, and with regards to the Canadian Corruption of Foreign Public Officials Act and other similar legislation, as well as trade compliance. Franca is accredited as a mediator with the Singapore Mediation Centre and with the ADR Group in London, UK, and acts as a mediator in various areas. Having an undergraduate commerce degree and a certificate in business (from the US and Canada), she also serves as an advisor to multinational businesses and as a director on several boards of corporations and non-profit organizations. She has authored numerous legal and business publications, including a book entitled “Investments in South-east Asia: Policies and Laws”, contributes regularly to various chambers of commerce publications and websites, and guest lectures to MBA and law students at various universities.

She has acted as the Vice President and Membership Co-Chair of the Canada ASEAN Business Council for the past four years, and was one of its founders.  Franca sits on the board of the Canadian Chamber of Commerce in Singapore, is a member of the Singapore Academy of Law, Malaysia Canada Business Council, the Canada Vietnam Chamber of Commerce, the Nigeria-Canada Business Association (Lagos Branch) and the African Society. As a mentor to young professional women, she is active in “100 Women in Finance” (under the patronage of the Duchess of Cambridge), and as a past VP of the Canadian Association, organized charitable events such as the Terry Fox Run and the Canadian Maple Leaf Ball.

Mr Kenneth G Pereire

Associate Director

Mr. Kenneth Pereire is an Associate Director at Consilium Law Corporation and an Advocate & Solicitor of the Supreme Court of Singapore and a member of the Law Society of Singapore.  He has a Bachelor of Laws (Honours) Degree and a Bachelor of Social Sciences Degree (Honours) in Political Science from the National University of Singapore as well as a Masters Degree in International Political Economy from the Nanyang Technological University.  He previously worked at the International Centre for Political Violence and Terrorism Research (ICPVTR) in Singapore, focusing on terrorism financing and terrorism legislation in Southeast Asia.

His areas of practice are in Mergers & Acquisitions transactions in Singapore and ASEAN, Securities Regulation, general corporate work (including advising on the Singapore Companies Act),contracts law as well as employment law.  He assists both private and institutional multinational clients to structure their operations in Singapore and in the ASEAN region.

Ms Aishah Winter

Associate Director

Ms Aishah Winter is an Associate Director at Consilium Law Corporation. She graduated with a Bachelor of Laws (Honours) from the National University of Singapore in 2009 and was admitted to the Singapore bar in 2010. Her expertise lies primarily in international and domestic family law cases. Her areas of practice also include civil and commercial litigation, Syariah law, probate and wills, bankruptcy and debt recovery.

She has been an active member of the Law Society of Singapore Muslim Law Practice Committee since 2012 and a volunteer with the Singapore Council of Women’s Organization (“SCWO”) Legal Clinic since 2014. She is also the Honorary Secretary of Star Shelter (SCWO), a crisis center and shelter for women and children facing family violence.

Mr Lin Yingxin

Legal Associate

Mr. Lin Yingxin is a Legal Associate at Consilium Law Corporation. He graduated from the Singapore Management University in 2014 with a Bachelor of Laws, and was called to the Singapore Law Society in 2015.

His practice includes Commercial Litigation as well as Corporate & Commercial Law. He has handled a variety of cases, including disputes involving shareholders, employment matters, securities, property and contracts. His practice also focuses on general corporate advisory work, regulatory compliance and drafting of a variety of commercial contracts, such as shareholder agreements, subscription agreements, employment agreements, sale and purchase agreements, and supply and distribution agreements. He also has experience in trade mark law matters and in various applications to government agencies.

Mr Spencer Chew

Legal Associate

Mr. Spencer Chew is a Legal Associate at Consilium Law Corporation. He obtained his Bachelor of Laws (Hons) from the University of Leeds in 2013 and was admitted to the Singapore bar as an Advocate and Solicitor in 2015. Spencer also holds a Bachelor of Science (Hons) in Management with Law from the University of London. He previously worked as a paralegal for more than 3 years in a full-service law firm.

Spencer’s principal areas practice lie in all aspects of family and matrimonial law. He has handled a wide spectrum of matrimonial cases ranging from highly contentious divorces to drafting amicable agreements, applications involving cross-jurisdictional elements, disputes on child custody, maintenance issues, division of matrimonial assets and family violence. He has also conducted probate, administration and estate matters.

Spencer is a member of the Law Society of Singapore’s Young Lawyer’s Committee.

Ms Catherine Rose-Yates

Legal Executive

Catherine has a special interest in International Family Law with 8 years of experience acting in the Singapore Family Justice Courts. She has worked hand in hand with litigants in person in Singapore and has also set up a support group for expats facing family related issues here. She works closely with the Family Law department of Consilium Law Corporation as well as supporting other Associates and Directors of the firm on different matters.

Angela Chang

Office Manager and PA to MD

Angela Chang acts as the Office Manager and PA to the Managing Director of Consilium Law Corporation. She plays an important role in ensuring that the organization is running smoothly on a day to day basis, compiles the company’s accounting figures, fixes appointments and organizes meetings, and assists in marketing activities.

Angela has over 20 years of experience in Administrative roles, including Secretarial and HR functions in various multinational corporations.  She is meticulous in all her undertakings, is able to communicate well with all levels of people, takes instructions seriously and respects high confidentiality within the organization.  Angela is cheerful, shows maturity and adopts a positive attitude towards obstacles at work.

Angela is able to converse in English, Mandarin and Bahasa Malay.

Chelsea Pang

Legal Secretary

Chelsea has been a legal secretary with CLC since 2017, and has seven years of experience. Her role lies primarily in assisting the lawyers with the day-to-day management of the files, due diligence checks, the E-Filing of the Court documents and maintaining the lawyers’ calendar appointments.
